The discovery of James Amber’s affair drives Rachel to a fit of rage, leading her to start a massive forest fire with the wreckage of a burned boat—a symbolic act of lashing out at the town's hypocrisy.

The ensuing investigation by Chloe forces her to uncover a much deeper, darker truth: the woman James Amber is secretly seeing is not just his mistress, but Sera, Rachel’s biological mother. James had deliberately hidden Sera's identity due to her severe drug addiction and involvement with dangerous local criminals, believing he was protecting Rachel. The climax of the game involves Chloe and Rachel risking everything to save Sera from a drug dealer, revealing the corruption simmering beneath Arcadia Bay's surface.
