Passing Laws: The player must negotiate with these IGs to pass new Laws (e.g., voting rights, taxation, economic systems). A law can only be enacted if the Interest Groups in power are willing to support it.

Political Movements: When the ruling IGs resist popular change, Political Movements can form. These movements, driven by large numbers of unhappy Pops, can pressure the government and lead to civil unrest, revolutions, or a powerful momentum that allows the player to enact reforms quickly.
Diplomacy and Warfare
While not the central focus, diplomacy and conflict are essential tools for economic and geopolitical expansion:

Diplomatic Plays: Instead of simply declaring war, all conflicts begin as Diplomatic Plays, where countries issue demands and mobilize forces. A period of negotiation follows, allowing other Great Powers to intervene on either side before a full war is declared.

Strategic Warfare: Warfare is handled on a strategic level, requiring players to hire Generals, mobilize large Armies, and assign them to Fronts. The focus is on strategic resource allocation and overall military design, rather than tactical unit control.
