Cities: Skylines is a critically acclaimed city-building simulation game developed by Colossal Order and published by Paradox Interactive. Every Cim is a unique individual with a life path—they live in a house, go to a specific workplace or school, and travel between these locations, all while having needs for health, education, leisure, and safety. Players must also balance a complex municipal budget by adjusting tax rates and service funding. Beyond the macro-level, the game allows for granular control through Districts and Policies. Players can define specific areas as districts and apply local policies, such as mandating recycling, offering free public transport, or specializing industrial zones for farming or mining, giving different parts of the city their own unique character and economy.

The game features built-in support for modding through the Steam Workshop, offering an almost endless supply of custom assets and gameplay tweaks that greatly enhance the longevity and variety of the experience.
