The Character Deck System

• Action Cards: Gameplay is driven entirely by a hand of class-specific cards. Each card features two distinct halves—a powerful Top Action (usually an attack or special ability) and a useful Bottom Action (often movement or defense).
• Simultaneous Selection: Players secretly choose two cards each turn and simultaneously reveal them. One card is used for its Top Action, the other for its Bottom Action. This system forces players to plan several steps ahead, carefully managing their limited hand.
• Card Management: Cards are not infinite. As cards are used, they are moved to a discard pile, and some actions force cards to be lost permanently for the remainder of the scenario. Running out of cards means your mercenary becomes exhausted and is eliminated from the fight, adding a constant layer of tension and resource management.

No Dice, Pure Strategy

Instead of relying on random dice rolls for attack damage, Gloomhaven utilizes a unique deck of Modifier Cards.

• When a player attacks, they draw one of these cards, which adds a modifier (e.g., $+1$, $-1$, $\times 2$, or "Miss") to their base attack value.
